habitual and correct, rather than something they can chose to ignore.

training is making the desired response stronger than an emotional choice.

can't control the horse emotionally, you don't own the horse physically!

you can shape the horse physically wih your aids, not just confine his
energy with a bit or other types of devices, you will find you can control
the horse's emotional energy as well.
